Pest repellant is a scam?

I've never seen any pests in my house once I got a cat. 

But you do have to feed the cat.  I'd argue it outcompetes the pests in cuteness and only asks for food in return for pest deterrence.

I found two dead mice in my dad's kitchen after he installed a pest-away-device similar to that.  I'm not convinced they work.

If the OP buys one, turns it on and finds it makes him want to leave the room then clearly it works.

AFAIK all ultrasonic pest or tick repellents are scam.

Not necessarily. One of our cats will disappear over the horizon if a high-pitched whine, such as from our vacuum cleaner, occurs. In fact, I only have to get the thing out and he's gone, knowing what's coming. Same with the robomower - sits there quite happily sunning himself but as soon as the mower gets going he is gone, and that's a very soothing kind of hum but high-pitched.

OTOH, our other cat couldn't give a toss. So maybe they work on some individuals and maybe they don't on others. Clearly, if the aim is total annihilation then they don't work (and much else wouldn't either), but if you just wanted to show they do work - as in having an effect - then you only need one or two critters to scuttle away.

Neither of those sounds are ultrasonic, and they only work on domestic cats, which can be a pest, but generally don't cause as many problems as rodents and as you say, don't work on all individuals. The OP wants to deal with rats and bedbugs, not the neighbour's cat using his garden as a toilet.
