Powerbank are allowed if they are less than 100 Wh per battery (powerbank are typically 25-100 Wh).

I do hope they have a metal bin on planes in case on starts smoking onboard.

So what size could this bank been? This bank could easily set the flight on fire!
Edit:
Well, tests with various metal cases have been done but even designated batt boxes seams to cause loads of smokes and even enables ejects of hot glowing matters all to cause complete passenger chaos on a flight!

Most likely a 10 000 mAh one (or 50 Wh assuming 5V). Could easily bring this one with you onto the plane.

Oh, the "whys" of the datasheets... The information is there not to be an axiomatic truth, but instead each speck of data must be slowly inhaled while carefully performing a deep search inside oneself to find the true metaphysical sense...

They have special lockers on planes for phones, I guess battery banks would have to go in there too.

Really?
Never seen that, everyone uses their phones and tablets in flight.

only for putting potentially faulty devices in. Last flight i was on they said that if you suspected a problem with your device or it was overheating to let them know and they would take it away and put it in a fire proof box.

I think it is an evolving issue - how to deal with malfunctioning PEDs. Interesting article here: https://www.consumerreports.org/product-safety/whats-behind-the-increase-in-lithium-ion-battery-fires-on-planes/

These dangers have prompted the FAA to recommend against using the fire-resistant pouches that some airlines—but not JetBlue—have employed to handle battery fires.

“Do not use fire resistant burn bags to isolate burning lithium-type batteries,” the FAA document says. “Transferring a burning appliance into a burn bag may be extremely hazardous. Do not move the device until you are certain the fire is extinguished and the device is cool.”

“It's a paradox,” Dickerson says. “The device is so hot that you don't want to move it, but moving it is the best way to get the danger under control.”

...and there is a market for such devices -

Edit: can't see how much it costs though http://highwaterinnovations.com/products.html

I can see why they say not to put it in a fire proof bag. It would have to be a box that can take the pressure, the bag would just burst and that would be a second hazard.
