China is perfectly capable of making high quality products.
Its just that China found its niche in making very low cost products in massive volumes. The only way these products can be made for such a incredibly low price is cutting a few corners here and there, hence the quality suffers. They make a lot of money with cheap crap so they keep making it.
This does not mean they are not capable of quality. If you enforce your companies quality metrics on the Chinese manufacturer they will give you the quality you want, but it will no longer be for the bargin low price. If you want quality you have to pay for it.
At work we use a lot of Chinese sourced parts, like displays, glass, cables, connectors, antennas, cases...etc and its all about sampling and testing the parts to make sure they are good, if not ask them to get you something better or just leave them and try a different vendor. Just don't go for the cheapest bottom of the barrel stuff and its just fine.
Tho that being said Chinese test equipment is...eeeh....not quite there. Yes it does often offer pretty good bang per buck due to how cheep it is, and the physical construction is usually pretty good. But the firmware is where they usually fail. Confusing menus, nonsense features, weird UI choices, bugs, crashes, rarely updated, updates that fix one thing but break another etc... Its not that bad with the big popular brands like Rigol, Siglent...etc but some are horrible.
