Samsung DTB-H550F PSU require R28 value

I'm carrying out some repairs to the Samsung DTB-H550F set top box power supply and resistor R28 is burnt beyond recognition.  Anyone happen to know the original value?

Nope, but where abouts is it in the circuit? It may be a fusible resistor and be a result of failure not a cause.

I didn't think a fusible resistor would burn and would simple go open circuit like a fuse.
The resistor is 1/4W and measures around 66k.  It is on the low voltage output side of the transformer next to several Samxon bad caps (3 by visual inspection).
