Despite the statement that wind has been ruled out as the cause, I'm inclined to think that it is involved.  Perhaps a vortex-shedding phenomenon interacting with the building's natural period of oscillation?

One of the stalls  received the  wrong type of Tesla coils,fired it up and things started oscillating

Chinese buildings are infamous for the shoddy workmanship and materials. These two guys travel around China and look at some of the buildings.

What about the many bridge collapses in Italy (usually caused by lack of maintenance)....

And some with fundamental design flaws
And some built by companies controlled by mobsters/frauds with "light" concrete

1000s of people in an electronic gadgets market, the building was swaying for an hour, but there's only one video?
.  That took much longer than I thought it would.

Infrastructure collapse fits two broad causes:

- Old infrastructure, in service for a long time, many times for several decades, whose maintenance has been neglected for a while.

- New infrastructure, in service for only a few years at most, which were designed and/or built incorrectly.

In my opinion, these are two very distinct failure mechanisms which cannot be compared one vs. the other.

In Mexico City we have just had a couple of weeks ago the failure of a span on the subway’s line 12, which is the newest by far. 
Several other lines are close to 45 years older and yet have successfully withstood several large earthquakes without major damage. To me, the line 12 failure is a clear example of the latter cause. 

I ignore the details of the building failures mentioned on the posts above, to determine to which group they belong.

Probably built by relatives of this guy (in one of the SEG marketplace buildings). Took this pic last visit (just pre-covid), dec 2019.

Welding with no eye protection and a bunch of folk watching on. Guess once you are blind you can weld even easier :)

Also the splatter and molten slag drops will ruin the floor tiles.
(That was one of the first things I learned welding at home)
