Simulating TPM chips

I'm experimenting with an OPTIGA (Infineon) dev-board (SLB 9670) tied to a Raspberry Pi.

I was thinking it could be more convenient to use the Microsoft TPM Simulator while I'm testing commands, but I'm not sure then how I'd then tell openssl (https://thesecmaster.com/procedure-to-install-openssl-on-the-windows-platform/) to target the simulator, or indeed exactly how I'd set it all up on Windows.
