The content creator says right in his description that the effect is an artifact of the camera framerate combined with the water/sonic frequency. You would not observe these effects with the naked eye.It's similar to stroboscopic video.

Here is one of the coolest stroboscopic videos I've ever seen. Things get real interesting around the 2:45 mark if you don't want to hear the explanation beforehand.
And that is just the sort of thing our stupid local council would see and then commission some 'artist' to create.Then erect it in the local square and tell the rate payer "It only cost $150k".Right, I am off to see the council now...
