You might want to see this thread in the HAM section of this forum:

https://www.eevblog.com/forum/rf-microwave/bought-an-rtl-sdrv3-and-mla-30-loop!-advice-needed!/

I bought myself an RTL-SDRv3 and also MLA-30 loop and have been going through the same installation questions. I got it to work both on Windows and Linux (my primary machine). There are a lot of configuration driver setup pages to help here:

rtl-sdr.com

Specifically, there is some information about half way down this page on downloading Airspy/SDRSharp and installing the Zadig drivers and replacing Windows drivers:

https://www.rtl-sdr.com/rtl-sdr-quick-start-guide/

Many of these SDR's use similar Realtek tuner chip inside and in Windows you have to download some programs to change over the drivers because Windows 10 will by default either not recognize device at all, or think it is a DVB tuner based on the RealTek chip. So you have to replace the Windows driver. The tutorials on that page work for RTL-SDR but also for other dongles like Airspy and so on. Many of the tools are open-source independent projects as well as the drivers so you have to experiment.

You may also wish to set up a bootable USB-based radio-specific operating system like this:

skywavelinux.com

It has all the drivers pre-installed with tons of radio apps. You can bypass Windows and just see if your dongle is working without affecting your Windows installation at all. Just boot up and play, and then restart and you are back to Windows. However, I don't see why you can't configure your system properly. There is no special version of Windows the Russians are using... they are just installing drivers properly. Same goes for Linux. You have to follow all the tutorials and guides, of which there are plenty online.

[UPDATE:]

It appears the chip inside is NOT RealTek but Mirics MSi... here is a review:

When connected to a PC it shows up as an RSP1, so all compatible SDRplay software including SDRuno and HDSDR with the official SDRplay EXTIO should function with it.

pluged it in and watched the device manager, as I have a rsp1a and a rsp2 I already had the drivers loaded for those, and sure, it was identified as an rsp1, so I did a quick test and and started hdsdr and and selected the extio.dll for the rsp1, it started up as it should and it behaves just as a rsp1, did a quick tunearound in the 3,5 and 7Mhz band and it was working well, have not done any in depth analys yest, will examine the pcb to see if there is any kind of filtering in there.

Read the comments also on the above page. Seems to be working fine, install the proper drivers and you should be able to get going. Here looks like a page with the proper drivers and SDRPlay software:
