Because if you are a non-electronics person working in the props department of a media company and the boss says "We need a bare PCB, populated with interesting looking components", then the easiest thing to obtain is a PC Mainboard or a graphics card.

That actually looks like a reasonable use of a multimeter, to check if there's a short circuit on the drive.

How do you know what's attached, or if anything is attached, at the other end of the leads.

Soldering irons are never turned on in these stock photos. They are even photoshopping some smoke, or sometimes lots of it
