The Kickstarter started June 21 2017, but if you search for the Chinese phrase for "LED eyelashes", you get articles like this from many years before:

(Pictures are broken at the moment but searching the name of that page in Google images will show you what I mean.)

My guess is this product has existed obscurely for a while in the Chinese market before someone noticed, and now they want a piece of the action too.

A brief translation.

This is a eyelash designed by Korean designer Soomi Park. It flashes when pupil moves, creating a sparkling effect.

Thanks to the newly designed LED eyelash, young girls' eyes sparkles in the lively streets of Seoul. They have sensors that can track the pupil, and it flashes accordingly, making your eyes real electric eyes (electric eyes: Asian meme, means attractive eyes).
