Strange SOIC-DIP hybrid package in Chinese phone charger

First time I've seen one of these. It's sort of like a through hole SOIC package. Anyone know any information about it? The only datasheet I could find for the IC was in Chinese. Looks like the LED is connected to it in some fashion. I'm not sure if the LED turns off when charging is finished or something like that (detecting the phone current.)

Charger broke after I tried transient to 35V. Was very cheap - only £1 - curious how they can make it so cheap but it's pretty simple. But at least output went to 0V, not shorted to input.

A question that's been nagging me: Why are all the really cheap things still through-hole?  Is it because that way unskilled hand-soldering labor is more likely to assemble it correctly?  Reuse of second-hand wave-soldering equipment?

If you translate the datasheet the package is called "qipai8". It's even patented in China: http://www.google.com/patents/CN102361025B?cl=en
