Make sure you have a really good ground to neutral connection at the main service entrance; only one ground to neutral ground connection. If you have sub panels, check that they do not have the bonding screw installed.
You seen to be getting some potential feedback on the neutral if turning off the main still shows voltage. This may even be from a neighbor with a poor ground connection.
Consider multiple ground rods connected together and then to the main neutral ground bond. Also you can ground one of the low voltage transformer leads to a separate ground near the pool if the transformer is totally isolated at the low output.
