A lot of India is like this. Unfortunately it doesn't seem to be effective enough at darwinizing phone scammers.

Yeah India has a few areas with shocking wiring, the cause is new buildings being constructed without incoming mains power.
Rather than having a 3 phase feed, main breaker, and than wiring meters from that, they instead force each new tenant that moves in to provide their own meter, connection to the grid etc.

They do the same crap with phone lines.

Would be cool for a post-apacolyptic/dystopian future movie set though. Just look at all the dangling street lights and whatnot too. I can just imagine walking through the streets and seeing random sparks sometimes.
