i found this tiny symbol in almost every eevblog site it's on the south left corner of the site...

It's a Wordpress.com statistics thing. Not sure why they have a smiley face - usually you'd just use a 1x1 transparent image, or more commonly these days, a bit of JavaScript and no image at all.

Ah, that explains it. I use Firefox. Shows up in IE.
