TI's inductorless AC LED driver is cute

Just saw this in a google add :

That's a pretty cute idea for a LED driver ... although you'd need pretty long LED strings to make it work with 220V. Still it might be good simply for a PFC stage, is this an old idea? (Using a segmented buffer capacitor after a rectifier and charging the segments individually as the AC got high enough to present a high PF load.)

It's a cleaver idea. I haven't seen anything like that before. They have a 230V version too.
