So... prepare to see a shortage of AMD processors, Nvidia GPUs, etc... so people can buy their new cars!
Money talks. I bet the big auto giants are desperate right now.

I am not so sure the chips for the cars would use the same process as the moden PC chips. Normally I would expect a slightly more mature technology and more emphasis on high temperature stability. Only those still experimental self driving cars could need real computer power.
The car makers expected lower sales and thus did not order the quanteties they now want. So they expected worse.
