Unknown MAC on my network

Wifi router is reporting a client with a MAC address: AE:4D:D6:11:1B:4B

MAC lookup tools failed to identify - does anyone have a clue what this might be?

Most likely a mobile phone with randomized MAC enabled:

Or a VM, or a cheapo IoT device without a universal MAC addr. For sure, it's a locally-administered address.

I pick up all sorts of things on my network.
Next door neighbours PC wifi etc.

If these devices are really on your network, and not just visible when you are looking for wireless networks, you should properly secure your network, unless you totally trust your neighbors.

   Android phone on a nice WIFI 35 feet away has no business reverting to Cell Antenna for a couple seconds, and also even the scanning of several WIFI sources serves no purpose for MY use.
I'm thinking it should routinely just go with the one we own, at the house.

   Instead, the (phone screen switch on) routine appears to take approx 3 seconds to take a survey or something, on both media, that is the cellular and the nearby WIFI.  Some sort of survey, sniffing around is not serving my purpose anyhow.  It feels snoopy and the cellphone does these brief snoops as if by procedure.  That's why I consider that brief survey activity to be outside of my personal needs.
How hard would it be for logging that traffic, of others around me, I don't know.  But a listing saying 'Karen's WIFI' (from nearby neighbor) is kinda creepy.

Newer phones are using random MACs to enhance privacy, the setting is usuallly under the wifi network settings (Where you enter the credentials, DHCP/static lease, etc).
