Seems like Russia does not like Starlink. And already put legislative countermeasures in place.

However, can this technically be enforced? Here in the netherlands there are three dish fields for satellite communication espionage. Don't know exactly what their capabilities are though.

Will they put a giant reflector over all of russia next?

they can disallow to use devices for such communication. But if it will become world standard, how they will prohibit to use such equipment on the aircraft for example? They cannot demand to power off all such equipment while aircraft in the Kremlin regime area, and cannot use jamming, because this equipment may be used for aircraft safety  :)

... and it seems the government doesn't care at all.

Since the ban already exists, the government can exercise its powers under that ban at any time they wish.

I'll bet pounds to pence if they have any reason to suspect something nefarious might possibly be going on, those powers will surface in very short order.  That's the convenience of having such laws in place.

I think the police are generally not well funded in china considering most of their budget goes towards pro party laws.
