Eh, this is really simple: if you click the "Show unread posts since your last visit." link in the upper left corner, you get unread posts from all forums. If you instead click on "Unread Posts" on the right side of a subforum category (only visible on this page:
https://www.eevblog.com/forum/index.php), you get the c parameter in your URL, and only forum posts from that category show up.
So: c=1: you only get posts from the "Electronics" category. c=2: you only get posts from the "EEVBlog" category. c=3: you only get posts from the "PCB/EDA Design" category. No c at all: you get posts from all categories.
You're seeing something different than I am!

I go to EEVblog - then Forum pull-down (for sake of simplicity).

EDGE (EEVblog home page) has a completely different top-menu format, but the same 'odd' Unread Posts display in the Forum

A white arrow on a light grey background seems counterintuitive - especially when there are TWO unread categories displayed immediately below !

The unread posts link is still there, where I described it above. I'm guessing that at some point you accidentally clicked on the mentioned white arrow and hid it.
And yes, this showing and hiding of content seems rather pointless to me. A classic case of "look what I can do with CSS/JavaScript! Aren't I clever!"
