USB 3A Fast Charging ic Handshaking

Hi. im designing a USB charger that can handle 3A. im using an  IC  (6pin) that  talks to the connected device on the D+ & D- data lines and tells it to fast charge. i am just wondering if anyone can recommend me an ic to use ? i have been looking at  TPS2514A  and TPS2514A-Q1 but unsure which one is best to use?  I  cant workout what  makes them both different from each other. If anyone would look at this for me and be able to tell me i would greatly appreciate it! i have had a look at data sheets but its confusing to me.

At the minute im using the TPS2514DBVR  ic on my PCB board that was purchased from china. iIT recognize  my windows phone and a  (I-phone 6) but will not charge anymore than 1A..Im sure they can pull more than  1A so im assuming im using the wrong fast charge ic.

i have tested my design using resistors and the pcb design can draw 3A  easily with no heat issues so its just the ic handshake thats not telling the devices  charge more than 1A



saying that a Tesco Hudl 2 Tablet charged at 1.5A so the ic did talk to that correctly.

this  charger is just a charger. no data.
im using a 750w EVGA ATX power supply using the 5v rail that has 20A to play with.

You need USB-C to officially support a 3A charge rate.
