edit: I think i misread you... are you looking for content management systems, or something that designs the graphical elements for a site?

What kind of content are you aiming for?

For article or blog driven pages, something like Wordpress, CMS Made Simple, Joomla will do. You will still need to customise your templates for each. All open source.

Check this site:
http://www.opensourcecms.com/

It has a huge collection of open source content management systems. They are also setup for you to trial.

sorry not very clear. i dont mean content manager. i mean a software to be run offline that we edit HTML WYSIWYG. putting picture, table, button, flash or java or php script in with single button click, things like that. things like Microsoft FrontPage does.

Serif web plus is what I use. I have the paid for, but they also do a free version which is fine as long as you do not want more than 5 pages, it does all the flash etc and the html as well.

Fortunately hardly anybody uses that stuff anymore. FrontPage generated some horrible HTML with ugly standard templates and dumb things like Java applets for buttons. FrontPage is now discontinued. Most people either use a CMS/blog engine with some standard/third party templates or hire someone to design the website.

If you want to put Java and Flash on websites, than I'd suggest sticking to templates designed by experienced people. Nobody uses Java applets anymore, and Flash is essentially limited to games and video these days, with the latter use being replaced by HTML5 video.

I the case of Wordpress, there are a bunch of freely available templates and numerous commercial sources.

That would be considered copyright infringement in most jurisdictions.

There are some cool slideshows that use pure HTML/CSS/Javascript, like these demos. You would probably use something like this. I'm not sure if a moving header is good design, however, people have mostly moved away from animated banners because users disliked them.
