Were metal-can transistor pin spacings originally based on tube pinouts?

Idly playing with my tube pin straightener, I was curious to see if I could use it on a 4-pin TO-3 package one pin at a time. Much to my surprise, it fit the 9-pin Noval socket on my pin straightener.
Weird. Ya think JEDEC still had some JETEC diagrams lying around and just reused them?

They are definitely almost exactly the same.
