Despite many clear requests for the specific law, no links have been given (only document linked so far did not mention which laws or legislation applies).

These outcomes are almost certainly overly cautious interpretations of interpretations of interpretations, which is why the original source is so important.

Latest order (LCDs and screw pillars) has actually shipped after 3 days in "export review". Still a poor service but at least it shipped this time.

This assumes there is some law (that no-one can reference) which obliges the retailer to say nothing. Until that is proven it is entirely reasonable to blame the lack of communication from the retailer.... on the choices the retailer made.

Read the USA "Patriot Act".  Entities subject to seizure (libraries and flight schools in particular) were forbidden under heavy penalty from even disclosing they were issued a letter of seizure.  Very Orwellian.

I just placed an order with Mouser. It will be interesting to see what happens.

I did discover a part in my cart was EAR restricted "Product available only to OEM/EMS and design business customers. Product is not shipped to consumers in the EU or the UK. This product will require additional documentation to export from the United States."

Oddly, this part didn't have the restriction a few weeks ago when I checked the BOM stock levels.  The older generation of the same module doesn't have the restriction, so I went back to that.  It is a UWB radio module from Qorvo, ex Decawave, that I've used before.  The newer one has much lower power consumption, which would have been handy.

Now to see if the order gets snagged by the Mouser systems...
