What is shunting resistance?

I tried to search, but I only got shunt resistor results, which is not what I'm looking for.
I was reading this: https://download.tek.com/document/Obtaining_More_Accurate_WP.pdf

I'm not understanding at all what the top half of the 2nd page is trying to convey. If I measure between points 1 and 8, there's only one resistor there, so I should get an accurate result, right?

The current is also going through all the other resistors. Look carefully.
All my posts are made with 100% recycled electrons and bare traces of grey matter.
