Being on the EEVblog, you get spoiled by the rapidity and quality of the answers to questions that are asked on the forum.

Unfortunately,  this is not the case on all forums.

Do you know any good forum for technical issues in video editing related topics ?

I would think that you would want a software specific forum to join, or, you'll have to relate to general tips on video editing which is perhaps not what you had in mind.

its not your regular forum but YouTube is the place to find all manner of video editing related topics.  vloger's  or Vlogger's
yes most are software specific some are not
