Not that new, been around for years as TNS, (transcutaneous nerve stimulation) I have one somewhere myself not been used for years but I tried it for severe back pain I was experiencing at the time on the recommendations of my GP. What I did not know and my GP did not spot was the back pain was caused by kidney cancer. But the machine worked for a while enough to mask the symptoms for a long time (nearly too long).
