who can help me to bying a scope? i need for payment&receive&ship to my forwarde

well I have seen craigslist too good to be true prices on high dollar items where people say that the item must be purchased on a ebay listing 'for your eyes only' that will be listed at some kind of specific time you agree upon on ebay through cragislist and email communication. Clearly a scam, not sure how it works, but they use eBay (normally pretty bulletproof). Understandably people are paranoid about creative scams because of things like this.

I don't think anyone is trying to give you a hard time, it's just a lot to ask of someone who doesn't know you.  This sort of arrangement are often used for fraud, so people are naturally skeptical.  Also, given that you're in Russia, there are export restrictions to consider, which are a big pain in the US.  If it turns out that the oscilloscope falls into a restricted export category that can turn bad for a person who helps you (fines and worse are possible, even if not super likely).  This is probably why the seller will not ship to a freight forwarder or accept payment from international accounts.  If they deal with a lot of test equipment, they almost certainly handle export-controlled items, even if your scope is not one of them, and doing the compliance work probably isn't worth it to them for selling used gear.

Yes i've seen some kind of this item, where seller "wants" 2000$ for a >>10-20K$ items and ask for a deal in paypall..
Another way is a "scam link" where "ebay.com" modified to any other scam sites.
But here is a technical professionals? i'm sure ;)?

Export restrictions, yes i think, it's the right thing, seller not have such time, to analyses every sold item, to comply for export rules, and "ban" all of these for international shipments..
