Most photos are enhanced with photoshop to smooth everything out. Most likely the leg hairs got blurred out during the process.
Here's a picture of one of the few (young) electrical engineers who shaves and is proud of it:

I highly doubt there was any editing done except to downsize the picture.

I'm not an engineer, but a trades apprentice... and I do shave my legs, but for a totally different reason.

I'm a keen cyclist, and if I happen to come off my bike and take skin off my knees/legs, it's a damn sight easier cleaning the wound if there isn't hair interlaced into it.

Strange question, strange answer :P

I doubt she shaves because she's not been through puberty.
