What kind of connector is this

I found this in my bucket of bits and doesn't mate up with anything I have. What is it?

Manufacturing defect?
It's pretty clearly missing an outer part. Without which there's no shield connection and the thing can't be even close to 'coaxial.'

Looks like an MHV (high voltage stuff) tee adapter with a missing locking collar.
