Yeah, technicality he is not wrong, but I bet he doesn't know even what he says.

Well its not really the voltage or the current, but the time :p



In all reality, the skins resistance isn't linear either, and has some weird interactions at higher voltages,

It's neither the voltage, current, time or energy alone, but rather the power. It's quite a bit misleading that defibrillators specify the delivered energy, because no one would ever experience any problems when you delivered 250 joules directly across his heart in 24h.

how do you know that muscle contractions or such make it highly nonlinear such that there is a "perfect" power level ? a lower power/voltage/current might be more dangerous then a higher one then a lower then low one .

the human body is amazing complex. i.e. perhaps it shunts particular combinations of voltage/current the current across nonvital organs etc. probobly has to do with 5 billion other factors like hormone levels, muscle tone, hydration, age, gender, etc
