Is this a scam, or just clever marketing?
Suppose I have a domain "bluesky.com" and it is successful and I'm making lots of money. Somebody notices and sees that ".com " is the only top domain I have registered so they register bluesky.info, bluesky.org, bluesky.ca, bluesky.us, etc and siphon off some of my customers. Perhaps they even offer to sell me these domains for a lot of money (extortion).
Now somebody else sees that I haven't registered bluesky.cn so being a little more ethical they offer to register it for me for a modest amount of money. In effect they are selling me a service at a reasonable price so I wouldn't call that a scam as much as a marketing ploy.
Not everyone in the world, even in China, is evil and trying to steal your money.
However I would be skeptical in this case.
