YouTube Chrome Buffering Issues

has anyone else noticed issues with youtube not playing new videos in chrome over the last 2-3 days?

i have seen many new videos in my subscriptions that just show buffering but never begin to play. Playing older videos seems to be fine though.

I cant seem to play even my own uploads!

my net connection is fine and they play ok on my phone or tab but my laptop and pc just get stuck buffering

Didn't you change the router? Mine do the same with my PC with intel NIC. No issues with realtek NIC. Or when connecting directly to fiber modem. No problems observed with new videos (using chrome).

only seems to be an issue on chrome on windows and started about 2 days ago

android tablet using youtube app (wifi): ok
macbook pro yosemite using safari (wifi): ok
android chromecast (wifi): ok
laptop win 7 64bit using chrome (wifi): bad
desktop win 7 64bit using chrome (wired): bad

Two days ago Chrome had an update that would not let me get on the internet I got a message that the router would not let me on and also when I tried to get into the router I got a message saying I was denied access but I could still see the other computers on the local. I had to go back to a restore point of the day before to get back on. And yes I have also seen a lot of buffering recently, something to do with HTML5 I think.

i should also say it doesn't happen on all new videos.

but sounds like there might have been some changes recently, but have not seen any other problems other than this youtube buffering thing

For several years now, Youtube has been working fine for me, but in the last week or so there have been many problems with videos not playing correctly. Sometimes it's one that was just played and I skip back to re-watch a certain section and it just hangs. Other times, the first few minutes will play then it just stops for no obvious reason. Going from full screen back to windowed will sometimes get it to restart, other times it will require reloading the page. Something has definitely been changed and is still not working right.

Is this at all related to Net Neutrality?
Could someone be purposely screwing with YouTube in order to substantiate their viewpoint?
