I’m interested in building a current limiter circuit to use with a 12 volt battery to power on car amplifier at low current.

First figure out exactly what you want it to do. Do you want it to do nothing until the current reaches 'X' amps and then a) shut off b) fold-back the current to a lower level or c) let exactly 'X' current through ?? Or some other mode of operation?

When repairing an car amplifier, sometimes is needed to regulate the current to reduce the risk
Of generating more problems.
I have a 12 volts 20 amps power supply which current can be adjusted from 3-20 amps.
What I will like is to find the way to regulate the current of a 12 volts battery the same way I do with my 20 amps
Power supply.

The simplest way is with PTC resettable fuses.
