The promotion was already discussed here in May:

A little later in the thread someone confirms that it's not limited to the EU but also available e.g. in the US.

Now I can't afford half the oscilloscope I'd want, instead of the whole thing.  ;D

As discussed in the other thread: I'd be much more enthusiastic if the discount would affect all the models and not only the top model with all options.
E.g. the 1GHz RTM3K with all options is sold for 10k€, it wouldn't seem totally unrealistic to sell the 500MHz model with fewer options (e.g. just memory and decoding options) for 5-6k€.
Yet, the 500MHz model RTM3K-54 without any options at all still costs 12k€ which is somewhat insane.

It depends on what the purpose of the promotion is.

If it was to move stock of a particular item that's been sitting on everyone's shelves, then it seems appropriate to me.

If it was to raise brand interest, then - yeah - it misses the mark.

I don't see how this discount would clear anything from any shelf. My assumption is that e.g. 8k6€ (without VAT) is the targeted "mixed calculation" average price the management defined for the RTM3K. Nearly all of the options (apart from the logic probes) are SW options anyway which they had to develop this was or the other, so giving away the full optioned model for the targeted average price doesn't hurt them. Most probably there weren't many units sold for much more than that anyway and every unit sold for less actually lowers the profit. So I'd think this "discount" is more like a free marketing campaign than an actual discount.
Of course is still great for anybody who wanted to buy anything above the 350MHz 4ch base model and was OK with its price. But it's somewhat like buying the special edition model of a car: it's not really cheaper but you get some extra equipment you wouldn't have ordered if you had to pay for it.
