I'm not affiliated with PCBWay, but I've used the service in the past, including their assembly service, and they are not the cheapest, but quality was always very good. They even have advanced capabilities like via-in-pad. I know only PCBCart who has better capabilities, like 0.1 mm min hole size compared to 0.2 mm, which of course costs a lot, if you need this option.
