The other way to avoid this is to design the PSU correctly in the first place, using adequate creepage distances, well designed transformers and quality construction. Adding a circuit to compensate for an inherently poor design makes no sense at all.
The kickatarter is not intended to build a better wall wart, IMHO. Its intention is to build an additional layer of protection in a well socket.
It should be done by wall wart makers, but when they fail to do so, the blue chip kicks in.
