It's flexible funding, it was funded from the beginning  >:D >:D >:D
70% of the money is from the $2500 & $5000 perks, it looks as the campaigner wanted a bit more visibility.

Could actually work.
I once managed to get a UMTS-Stick to increase the bandwidth from about 400kbps to just under 1Mbps in an area with very poor coverage with just some tin-foil.
If I should guess how it worked, I would say that the tin foil acted as some kind of reflector, like a satellite-dish.
