I personally think you're aiming way too low.
My guess to get this built - with a prototype, consistency, reliability and certifications - as well as the technology hurdles - you should be aiming for probably $200K or more over a 12 month cycle... assuming your dev team are working for free during the design phase.
That will get unit #1 of version 1.0 out the door. Then with your customer demos, you can get advance orders, and invest that extra $200K of deposits into re-engineering the production v1.1, and marketing / compliance testing.
Sorry to poop on your parade, but I'd start out a little more conservative - and look at the existing public safety 'copters/drones already in the market for inspiration. (Military, Fire, Police, Public Order, Remote Rescue, Civil Defence etc) They're out there
