Are they talking about the cell signal itself?  Talk about a backasswards perpetual motion machine...try to communicate with the cell tower, intercept your own communication to harvest it for power, use that power to recharge the battery that was only depleted because it was trying to generate the signal in the first place, profit?

I'm now going to invent a phone that charges by tesla coil anywhere in the room. Just plug it into the giant receiver coil in the backpack power converter and you have wireless power! Boasting 10% efficiency!
