Does anyone know how to setup hot keys for menu items in Schematic Capture?

You can't do that in current version of Diptrace. It's been on requested features list for a long time and they claim to be working on it. Diptrace is a rather "young" software, so it is lacking some features that you would typically want from such package: teardrops, stp/igs export and import, more formats supported for import and export, crossprobing. I think those will come in subsequent releases.
