I think these are not intended to be finished consumer products, hence they usually come with no plugs or anything, and whoever manufacturers the product they will be a part of deals with stuff like trading laws.
I seriously doubt if the vendor is the OEM. The build quality is good - decent strain relief at the fan end, proper earth point, nicely terminated cable, etc. Just the wrong plug and the vendor has no idea what he's selling - his latest comment says, in part, "The European plug has only two pins, and the British plug has three pins. When the European plug is connected to the British standard After the converter, there is indeed no need to connect the ground pin." Literally, there are only two pins but I think that demonstrates the limits of his knowledge of his product (and his engineer's competence, who apparently says this is fine).
