No practical way it can ever *recharge cars* while on the go, as that would mean powering them + getting enough extra power to recharge the batteries. At best, it would improve mileage on a single charge, but you'll still need to stop the car at some point to effectively recharge it. A simple calculation will easily show you this. The amount of power that a typical road would need to deliver so that any significant amount of power is transfered wirelessly to all EVs driving on it (significant enough to at least make a sizeable difference for mileage) would be quite gigantic.
The claim "No need to stop for charging" is complete BS, but even improving mileage significantly looks suspicious.
