You can modify any of the standard DIP oscillator packages in Eagle or make the library part as I and many others do.

Let's start with which version of EAGLE you are using.  I'll have nothing to say for 8.0 and later.

If you're not familiar with EAGLE to this extent yet, this could be a good time to consider KiCad.

I'm attaching my KiCad footprint/symbol for the part (I created this a while back, but it's untested). I don't know if EAGLE can import KiCad footprints (KiCad can import EAGLE footprints).

Here's 50-minute training for KiCad that includes how to create footprints/symbols, so you'll never be stuck in this manner ever again.

It would be easier to modify an existing metal can DIP library as in the 80's vintage when SMD wasn't as prevalent.
However if you know nothing of Eagle libraries, then you are SOL :(

I never fell for the later versions as I still use the paid ver 7.70.
I was in from ver. 3.x.
No cloud or nonsense.

When they finally get Kicad to be stable and working I will switch to it.

I recently moved to kicad and I am fed up with not being able to settings or not having the features that were in eagle. It is not unusable though.

If anyone has a 7.70 perpetual license, please PM to me. ;D ;D

please make sure that the pin assign and dimension are correct before use.

also recommend that you stop using Eagle/F360 Electronics and go with Kicad, while you are still not familiar with eagle.
EAGLE is DIED, because of a stupid company called Autodesk.
I hope they release Eagle for free and without restrictions at it is no longer supported in 2026, but it will never happen. :-DD

I consider making new footprints and modifying existing footprints essential skills for PCB design. I am a KiCad user myself, and doing things like this is about a handful of mouse clicks, and 5 to 10 minutes of work. I'm not very familiar with eagle, but I guess it's not much different in eagle to do things like this. But overall, eagle is pretty much abandoned and dead software, and it does not seem like very smart to put your own time and effort into it to learn it. Nearly all posts I've read of people who switched from eagle to KiCad are quite positive, but you do have to adjust a bit. The negative stories are mostly from people who expected KiCad to work exactly the same as eagle.

Late mention, but OCXO boards many have multi-footprints to accommodate different modules. It might be something to consider.

Do not ask to buy software that is not licensed to you.

As far as making a library for Eagle if that is what you use, then learn about using it. There are a multitude of videos out there now from way in the olden days but use the later videos from Cadsoft or whatever they called themselves specifically for Eagle V 7x.
If I can, I'll find the links for them where all is explained.

As far as any dip library, please make pin 1 to be square and leave enough pin clearance, as in a bigger hole (all pins) drill to be able to get enough clearance for the device.
This allows for errors and desoldering of the device.

Here's a start filter for YouToob + more because AI makes Google really stupid now:

I give up with YouTube and its AI invasive search.
For tutorials, try this group of Cadsoft playlist videos for the older stuff:

I gave up on YT for any technical information and refer to online manuals.  At best, YT is entertainment; although, most of it is not entertaining, unless you like to see stuff blown up.  The older Eagle manuals were online.  I haven't checked to see if they are still available.
