How to layout power rails?

I'm trying to layout some power rails but eagle is adding its masks around connections (for scale those are 1210 caps). I thought I could do this just like I would a ground pour. But as you can see its gaping the SMD connections . And some like the output tab on the regulator are just cut off. I cant even directly connect the center pin to the tab directly. I assume this is due to the masks in the parts but is there a way to override this? Or a I creating the rail the wrong way? I am using the polygon tool and naming it for the single name like +5V, GND, etc. Is that the correct way? I would really just like the whole pad to be right on the rail without a mask and these tiny traces.
