Pad issue with adding part from libary

I made this Lib. attached.
when I go to add the part onto the PCB the pad gets bigger some how. This makes the DRC fail.
any Ideas? I have this confirmed from part M66. if you look at pin one in Lib editor it goes to the sides of the pad. In     the board editor the pad is wider than the marks.

It has to do with the DRC for Eagle.

Open the DRC menu (left middle, looks like a magnifying glass over some traces above the yellow circle with the exclamation mark)
In the tab "restring" you will see a column marked %, modify this to your need.

Alternately, and this is what I have done, is download a DRC ruleset that is suitable for your fab needs. I use one from OSHPark under Design Rules, and I find it incredibly useful.
