Altium 15>> Looking for Design cutout

Hello,

I am designing a PCB on Altium 15, I want to cut out a portion on the board with 3 mm width and 27.1 mm length, I could not find "Design cutout".How can I cutout this part on the board. please help me.I am completely new to Altium and this is my first design.

try polygon pour cutout, draw the outline -> ok -> double click the area and set it to "board cutout" instead of copper.
