I don’t remember having any issue with the shipping from PCBWay but I had some quality issues that made me switch to JLC. A board for a CO meter that I made with them started corroding after few years. The solder mask started bubbling and there was some liquid coming out of the bubbles. It was really weird. Some pictures attached.

I think you can resolve it using high-quality materials for the solder mask and consider applying a conformal coating to protect against moisture and apart from this conduct accelerated aging tests on new designs and continue working with JLC while clearly communicating with quality standards.
