Carbide 3D has a CNC mill called Nomad Pro 883, and it has a free, web-based Gerber to GCode generator that can be found here:

http://copper.carbide3d.com/

It doesn't work well with certain Gerber files, such as generated from Altium. You need a Gerber editor to re-export the Gerber.

I use GerbView, a $70 software to do the trick.

I think Carbide Copper works with other CNC mills, but I've never tried any besides my 883 Pro.
