Hello,

Is there any source from where I can get IEEE standard symbols for various components?

These should be part of the CAD package you are using. However for logic chips beyond single gates the IEEE symbols have been a massive failure. Nobody is using these.
There are small lies, big lies and then there is what is on the screen of your oscilloscope.

Yes, this is pretty much correct. Just work off the datasheet recommendation by the component manufacturer & the footprint should work just fine. With SMD electro caps & inductors (for example) you might wish to extend the footprint to just outside the component extends to ensure the part can be easily replaced with a rework iron if required.
I also sat between Elvis & Bigfoot on the UFO.
