Is the Circuit Studio price on element 14 for non-eagle license holders too?

I went to Element 14 and searched for it and it came up 499.  Does this mean you don't need an Eagle license to do it?

Hmmm, I see that too!!! If its real Altium are really gonna clean-up.
I realise CS has some limitations but at GBP395+VAT and subscription at GBP115+VAT (for now) seems like a really good deal.

Does CS come with the first year subscription included or do you have to buy that separately?
i.e. is it GBP395 or is it GBP395+115 for first year (if you actually want updates)?
